Ron Castille, the chief justice of the Pennsylvania Supreme Court,  is the man most responsible for derailing Pennsylvania's redistricting plan (which allowed Democrats to win more seats in the state Legislature in 2012) and the state's new Voter ID law (which allowed Barack Obama to capture more than 100 percent of the vote in some Philadelphia precincts).
