Pa. school districts holding on to $4B in 'surplus' tax dollars

At a time when almost every school district in Pennsylvania has raised property taxes on residents, an analysis by the Commonwealth Foundation finds that these very same districts are hoarding $4 billion in "surplus" accounts -- far more than the state requires. A "surplus" is another way of overtaxing residents.
