And then there were two ...

Pennsylvania could soon be the only state without an approved budget. The Keystone State is one of just two states operating without a budget since its fiscal year began on July 1. Connecticut could have a budget signed any day now, leaving Pennsylvania alone on the dubious list.

HARTFORD -- The Democratic-dominated House of Representatives late Monday passed a new two-year $37.6 billion state budget, a full two months after the start of the fiscal year.

The bill passed 103-45 after a four-hour debate. Nine Democrats voted against the bill, including Rep. Terry Backer, D-Stratford, Rep. Kim Fawcett, D-Fairfield and Rep. William Tong, D-Stamford.

While the legislation seemed on track to win ratification early Tuesday from the Democratic Senate majority, Republican Gov. M. Jodi Rell stayed out of the Capitol most of the day and was non-committal on whether she'd support it.

Republican members of the House and Senate said Democrats ignored the warning signs of the state's economic crisis and have maintained levels of state spending at a time when Connecticut should be cutting its budget.
