Gov. Ed Rendell's 2009-10 budget includes a lot of new spending despite the state's current fiscal crisis.
Among the increases Rendell is proposing:
* An additional $300 million for public education
* An additional $130 million capital funding for the Pennsylvania State System of Higher Education
* An additional $800 million to provide "health care for the poor, elderly and people with disabilities"
* Another $20 million for the Low Income Home Energy Assistance Program
* An additional $1 million in the State Food Purchase Program to help food banks
* Another $1 million for new services for veterans
