THORNS to Pennsylvania state legislators for the reams of unfinished business left behind as they headed home for their two-month summer vacation. While patting themselves on the backs for achieving a budget agreement that prevented an employee furlough, the lawmakers failed to acknowledge that they continue to waste time through the year, leaving all the important stuff to a few days in late June when it is impossible to handle with wisdom or discretion. The fact that this full-time Legislature remains the most expensive state government in the nation adds to the disappointment in their lack of accomplishment.
