I wrote a column last year about changing the Pennsylvania motto to "It's better than nothing," which sums up every major piece of legislation signed by Gov. Ed Rendell since he took office in 2003.
From casino gambling to property tax relief to open records, Pennsylvania always settles for something less than ideal.
The same goes for the new smoking ban that Gov. Rendell signed into law on June 13.
It will curb smoking in many public places, but falls far short of what dozens of other states have approved.
