The countdown to another budget crisis in Pennsylvania continues thanks largely to the motley cast of characters who the voters entrust to put together the state's annual spending plan, argues Lowman Henry at Lincoln Blog.
Chief culprit once again appears to be Gov. Edward G. Rendell.
"The fact is the state budget has not been passed on time one single time since Ed Rendell has become governor," Henry writes. "That adds up to one gigantic job performance failure."
