Rendell's Welfare State

Most states have succeeded in getting people off welfare and into productive jobs, but Gov. Ed Rendell has taken Pennsylvania in a different direction: Keeping people dependent on government assistance.

Pennsylvania spends $10 billion a year on welfare programs, a $4 billion increase since Rendell became governor in 2003.
