How Bonusgate suspects crossed the line

The Harrisburg Patriot-News has an interesting article today examining the fine line for government employees who end up working on political campaigns.

It's a common practice. Many state workers owe their jobs to political contacts. If the incumbent who hired them loses re-election, the workers could be out of a job, too.

Campaign work can be done by state workers and legislators' staff members, but none of that work can be paid for by the state, the newspaper says. That means separate offices, computers, phones and copiers. And it means separate paychecks, the newspaper says.

The 12 people connected to the House Democratic Caucus went far beyond the law, according to the indictments handed down Thursday.
