The Pennsylvania Department of Transportation has updated its 12-year transportation program, which includes $68 billion in improvements to state highways, bridges, public transit, airports and rail service.
It's an ambitious wish list. Now if Gov. Ed Rendell can only figure out a way to pull $68 billion out of a hat, we can get started.
