This is no surprise. Pennsylvania Auditor General says the state's Board of Probation and Parole is not doing a good job of keeping track of ex-cons once they are released from prison.
Worst case scenario: Auditors found that, from a sample of 24 parolees declared absconded, or missing, 9 had failed to meet with their parole officer for 3 years and 4 had failed for 5 years, according to Wagner.
