Pennsylvania's unwanted children

There are 20,000 children and youth in the foster care system in Pennsylvania spending about 16 months in placement, according to a new report by a child advocacy group.

"Every child deserves a forever family. No child should languish in the system without a safe, nurturing and permanent place to call home," said Joan L. Benso, president and CEO of Pennsylvania Partnerships for Children.
