Another failing grade for Ed Rendell's Pennsylvania

Only 14 states have a worse litigation environment than Pennsylvania, according to a new survey conducted by The Institute for Legal Reform, which is affiliated with the U.S. Chamber of Commerce.

Pennsylvania ranks 36 among all 50 states in the fairness of its litigation environment, the Institute says.

And the lawsuit climate has been getting worse. Pennsylvania ranked 32 in 2007 and 31 in 2006.

The Keystone State went from mediocre in most rankings of economic and government vitality under the Ridge administration to the bottom of the barrel under Rendell.

And with Hillary Clinton's chances of becoming president all but gone, we're stuck with Rendell for another three years.
