Gov. Ed Rendell would like to spend another $1 billion (of borrowed money) before he leaves office next month, but two Democrats are standing in his way.
Pennsylvania Auditor General Jack Wagner and Pennsylvania Treasurer Rob McCord, both Democrats who might want to run for governor one day, are making things difficult for Rendell to pile on more debt on the state's beleaguered taxpayers.
