Ballot access: Pennsylvania's rigged system against third parties

Candidates running as Democrats and Republicans need to collect a minimum of 2,000 signatures to get on the ballot for Pennsylvania elections. But third-party candidates, Green Party or Libertarian Party, for example, need to collect a minimum of 17,000 signatures to get on the ballot. Why the disparity? Could it be because Democrats and Republicans write the laws?
