Opinion: Do Democrats rely on voter fraud?

Excellent op-ed in the Reading Eagle on why Democrats are so fired up about voter ID laws:

We live in a world that requires picture ID to buy liquor, drive, enter a gym, fly, work, buy cigarettes, access health care, claim insurance, get a passport, enter some state and federal building and receive benefits. As important as it is to vote why would we not require picture IDs?

So why are the Democrats against eliminating voter fraud? Do the Democrats need the fraud vote?
