"The governor's plan to use the entire MCare fund to balance the 2009-10 state budget is just another example of the governor robbing Peter to pay Paul. The Commonwealth Court's decision reflects what House Republicans have been saying from the get-go -- transferring the entire balance of the MCare fund to the General Fund to solve our budgetary problems is an illegal way to balance the state's budget. Now because of this governor's schemes, we are faced with an additional budget shortfall.
"This is typical of the governor's way of budgeting -- take money from one fund to fill the holes in other funds. These bait-and-switch tactics need to end. To make matters even worse, the governor has pledged to appeal this court decision, dragging out the problem even further by not facing reality. The state is facing serious financial problems and we need serious, concrete solutions to fix them. We can't just keep putting off making tough decisions."
