Obama announces another czar

I guess Barack Obama didn't learn his lesson from the Van Jones fiasco.

I read somewhere that Obama has appointed 33 "Czars" to form a shadow government that is not accountable to anyone but Barack Obama.

Show me where the word "Czar" appears in the U.S. Constitution.
