THORNS to the Internal Revenue Service for plans to hand out millions of dollars in employee bonuses even though the administration has ordered bonuses curtailed because of spending cuts. The IRS is preparing to pay $70 million in employee bonuses claiming legal obligations under a union contract. Sen. Chuck Grassley says the bonuses should have been canceled under an April directive from the White House budget office. This comes on top of recent revelations about IRS exorbitant spending on conference stays for employees in luxury hotel suites. And, that came after it was revealed agents had improperly targeted conservative groups for scrutiny regarding tax-exempt status. It seems pretty clear that the IRS is the agency that needs some extra scrutiny and a good housecleaning.

At a time when many Americans have been unsettled by abuses at the Internal Revenue Service and Justice Department, the introduction of a powerful and largely unaccountable board into health care merits special scrutiny.

THORNS to Pennsylvania legislators who continue to fleece beleaguered taxpayers with a practice known as per diems, a constitutionally-questionable system where lawmakers submit unvouchered expenses for meals and lodging on top of their generous salaries. An investigation by reporters Brad Bumsted and Mike Wereschagin of the Pittsburgh Tribune-Review found that lawmakers increase their requests for reimbursement dramatically as the state fiscal year comes to a close each June. In other words, lawmakers want to make sure they don't leave any scraps behind as they empty the cupboards before heading on their annual three-month vacations. During a five-day period in 2012 when House leaders spent $64,000 on catered meals, legislators still claimed $105,000 in per diems, according to state records compiled by the Tribune-Review. In 2011, House leaders bought almost $23,000 in food over three days but members claimed nearly $60,000 in per diems, records show. How much catered food can these "public servants" possibly consume? "The bank gets robbed every day with these guys," Joe Poniewaz, 66, a retired Pittsburgh police officer, told the newspaper. If history is any guide, legislators will spend more money on themselves this month — about $400,000 — than any other in 2013, the newspaper reported. Pennsylvania legislators have a base salary of $83,802. That's twice as much as the average taxpayer is bringing home. And that's more than enough to cover their lavish meals without having to stick taxpayers with the bill.

Gov. Corbett: Pa. cannot ignore public pension crisis

To the People of Pennsylvania:

Since taking office as your governor, I have made public pension reform one of my top legislative priorities. Pennsylvania is in the midst of a pension crisis.

Pennsylvania's two public pension systems, the State Employee Retirement System (SERS) and the Public School Employees' Retirement System (PSERS), are badly in debt. This is a problem that was waiting for me when I took office, but one I am determined to fix. 

How bad is the problem? At the end of 2011, both systems had a combined debt of $41 billion. At the end of 2012, it had increased to over $47 billion. This equates to an increase of more than $6 billion in one year, $510 million each month, or nearly $17 million each day.

What's worse, this debt is expected to grow to more than $65 billion by 2018.  To eliminate it, each household in Pennsylvania would need to contribute approximately $13,000.

The weight of this large debt will soon be felt by every taxpayer in Pennsylvania.  This is because current law requires the state and public school districts to drastically increase their contributions of state and local taxpayer funds to SERS and PSERS in order to help lower it.

For example, for fiscal year 2010-11, the commonwealth's General Fund contributed $518 million in state taxpayer dollars to SERS and PSERS. By fiscal year 2017-18, that contribution is expected to rise to $3.359 billion, a staggering 548 percent increase.

This same dynamic will also play out at a local level, where more than one-third of public school districts have applied for exceptions to increase property taxes above normal limits. For most of these school districts, increasing pension costs are to blame.

At its core, the root cause of the public pension crisis in Pennsylvania is the type of plan afforded to state and public school employees, which is called a defined benefit plan. This plan is archaic by today's standards, because it guarantees public employees a specific benefit upon retirement, regardless of investment performance.

By contrast, most workers employed in the private sector have a defined contribution plan, commonly referred to as a 401(k), or no retirement plan at all. Under a defined contribution plan, retirement benefits are determined by employer and employee contributions and the actual return earned on investments.

Under my pension reform plan, new state and public school employees will be enrolled in a defined contribution plan, rather than a defined benefit plan.

In my view, conversion from a defined benefit plan to a defined contribution plan is the most responsible way to provide an adequate retirement for state and public school employees, while shielding the taxpayers from bearing the burden of contributing billions to help balance an outdated and expensive defined benefit plan that has become increasingly rare in the private sector.

Moreover, as I have said countless times, my plan does nothing to affect the benefits of retirees or the benefits of current employees that have already been earned.

So count me in. As governor, I pledge to you that if the General Assembly passes pension reform, I will gladly join new state and public school employees as a member of the new defined contribution system. Together, we can solve this pension crisis and make Pennsylvania a better and less expensive place to live, work and raise a family.

A victory for children needing organ transplants

The Organ Procurement and Transplantation Network, the national panel that sets organ donation guidelines, announced on Monday a revised protocol for younger children to potentially be treated equitably on the adult list for lungs, but only after a review period of potentially seven days.

The decision came after the Obama Administration's HHS Secretary Kathleen Sebelius' controversial decision to not consider any changes despite the imminent death of a 10-year-old Pennsylvania girl.

The national outcry over Sebelius' cold-hearted comments prompted a new policy by the Organ Procurement and Transplantation Network.

U.S. Senator Pat Toomey (R-Pa.) issued the following reaction: 
"I commend the Organ Procurement and Transplantation Network for acknowledging that the status quo is flawed with respect to children under 12. I appreciate that the OPTN was open to considering substantive reform. 

"While I am still reviewing the policy changes, I am concerned about a seven-day waiting period during which a child with an urgent need, who is a suitable transplant candidate, is excluded from the transplant list while a panel reviews the case. This strikes me as problematic. 

"Nevertheless, this issue could be solved at once if Secretary Sebelius would use the authority granted to her by existing law to stop the discrimination that is occurring against children under the age of 12. Medical need and suitability, not age, should be the criteria determining how organ donations are prioritized."

The secret email accounts complicate an agency’s legal responsibilities. Secret accounts also drive perceptions that government officials are trying to hide actions or decisions. THORNS to the already-besieged Internal Revenue Service for participating in a $4.1 million training conference featuring luxury rooms and free drinks. A total of 132 IRS officials received room upgrades at the 2010 conference in Anaheim, Calif., according to a report by an inspector general for tax administration. One official stayed five nights in a room that regularly goes for $3,500 a night, the report said, and another stayed four nights in a room that regularly goes for $1,499 a night. Without the upgrades, the IRS could have negotiated a lower room rate, as required by agency procedures. The inspector general’s report was surfacing as the IRS came under fire again in connection with its targeting of conservative groups during the 2010 and 2012 elections. In all, the IRS held 225 employee conferences from 2010 through 2012, at a total cost of $49 million, the report said. Add outrageous spending to the sins of a government agency already known for its arrogance.
